With SGR repealed and the Medicare Access and CHIP Reauthorization Act (MACRA) H.R. 2 now in place, Meaningful Use requirements are still very much in place, despite some pivotal adjustments. Attesting to Stage 3 Meaningful Use is still necessary in avoiding a 3% Medicare penalty by 2018, however the steps towards Stage 3 are now slightly more “User-Friendly.”

Stage 2

 

  • Stage 2 Objectives have been reduced and a “Modified Stage 2” may be more accessible for implementation
  • The Attestation period is thankfully reduced to 90 days from a full year
  • The view-download-transmit requirement is reduced to one patient
  • Redundant measurements have been removed and/or compiled into appropriate categories
  • Secure Messaging requirement only requires capability, no longer requiring a 5% usage rate

Stage 3 

 

  • Eight objectives with 21 measures including e-prescribing, clinical decision support, computerized physician order entry, and health information exchange
  • The ability for patient’s to view their own Electronic Medical Records via patient portals at a 25% usage rate
  • Use secure messaging with 25 percent of patients
  • Report meaningful use measures for a full year
